Insurance requirements include Commercial General Liability ($1 million each occurrence/$2 million aggregate), Business Auto Liability ($1 million each accident), Workers' Compensation (statutory limits), and Professional Liability/Errors & Omissions ($1 million each claim/$2 million aggregate).

The City will conduct a two-step selection process: Step One involves evaluation of SOQs (limited to 64 pages), from which up to three firms will be shortlisted; Step Two involves shortlisted firms submitting detailed proposals with associated costs and fees. Step One evaluation weights firm experience (25 points), technical competence (30 points), references (15 points), capability to perform (20 points), and past performance within Fort Worth city limits (10 points). Step Two evaluation weights proposed fees and costs (50 points), experience and references (10 points), technical competence (15 points), schedule capability (15 points), past airport project performance (10 points), and ability to provide required insurance. The Notice of Award is anticipated December 1, 2026, with project start targeted for 2028. City of Fort Worth Building and Trade Permit fees are waived for the successful proposer. Questions are due close of business on Tuesday immediately prior to the November 19 SOQ due date and will be answered via addendum posted in Bonfire.
