About this opportunity

The Minnesota Department of Veterans Affairs (MDVA) is seeking a qualified vendor to host the 2025 North Spring Conference from March 3-6, 2025, located within a 10-mile radius of Bemidji Regional Airport. The procurement is a Request for Bid (RFB) for conference services encompassing lodging, meeting spaces, audio/visual equipment, and catering for approximately 120-130 attendees. The conference requires a clean, well-maintained facility with specific infrastructure needs, including one general session room to accommodate 100 attendees and multiple breakout rooms. Vendors must provide 50 single-occupancy rooms and 3 suites/condos for the primary conference dates, with an additional 15 rooms and 3 suites for early arrivals. Key deliverables include meeting room equipment such as LCD projectors, screens, wireless microphones, beverage service, and catered breaks and lunches. The deadline for submitting questions is January 6, 2025, at 2:00 PM Central Time, with bid submissions due electronically through the SWIFT portal by January 9, 2025, at 12:00 PM. Vendors must register in the SWIFT system as either a bidder or supplier to participate in the procurement.

The state offers preference points for certain business classifications, including a 12% preference for certified targeted group businesses, economically disadvantaged businesses, and veteran-owned businesses, as well as a 6% preference for eligible DEED/DHS providers. Bidders must provide comprehensive insurance coverage, including commercial general liability of $2,000,000 per occurrence and workers' compensation insurance. While no specific budget range is explicitly stated, the pricing schedule suggests a multi-day conference with detailed cost requirements for rooms, meeting spaces, catering, and potential shuttle services. The state emphasizes that pricing must remain firm regardless of actual attendance, and no minimum number of rooms or meals is guaranteed. Vendors must be prepared to submit an itemized master bill covering all conference-related expenses, with any price increases requiring formal contract amendment. The contract term runs from December 31, 2024, to March 31, 2025, providing flexibility for pre- and post-conference logistics and potential negotiations.
