About this opportunity

The Michigan Department of Transportation Southwest Region is requesting proposals for janitorial and grounds maintenance services at the Marshall Rest Area #702 under RFP 260000002407, with proposals due August 25, 2026 at 3:00 p.m. EST. A mandatory pre-proposal meeting is scheduled for August 18, 2026 at 10:00 a.m. EST via Microsoft Teams, and bidder questions are due August 19 at 3:00 p.m. EST.

The scope encompasses daily restroom cleaning (6:00–8:00 a.m. with spot checks every two hours), lobby and entrance maintenance, grounds cleaning, lawn mowing (approximately 30 cycles May 1 through mid-October), mulching, annual flower bed preparation and planting, lawn aeration, spring and fall cleanup, and continuous snow and ice removal from sidewalks and walkways with one-hour emergency response capability. The facility serves approximately 725,000 annual visitors and includes 3,900 square feet of tile flooring across five restrooms. The contractor must maintain on-site staff during regular hours (7:00 a.m.–7:00 p.m. May 1–October 31; 7:00 a.m.–5:00 p.m. November 1–April 30) with extended hours during holidays and summer weekends. All attendants must earn a minimum wage of $16.50 per hour. The contractor supplies all cleaning materials, replenishable supplies, and equipment from an MDOT-approved materials list; equipment storage on State property is prohibited.

The contract term is one year effective October 31, 2026 through October 30, 2027, with up to four one-year renewal options at the State's sole discretion. Pricing must be firm for the entire contract length with no escalation. Liquidated damages of $500 plus $100 per day apply for late completion, and $1,000 per individual per day for unauthorized removal or untrained replacement of key personnel.

Evaluation is pass/fail on four criteria: completion of vendor questions responses, Schedule A responses, all six Location Specification Sheets, and acknowledgment of attendant wage requirements. The award goes to the responsive and responsible bidder with the lowest price among those meeting all pass/fail criteria. Proposals submitted in modifiable native formats (Word, Excel, Google Docs, Sheets) via the state's SIGMA VSS portal are binding for 180 days and become public records immediately upon receipt.
