About this opportunity

The Michigan Department of Technology, Management & Budget Printing Services, procuring on behalf of the Michigan Department of Health and Human Services, is requesting bids for the production of 1,000 smoke-free window clings measuring 4" x 6", with bids due August 4, 2026.

Only prequalified vendors registered with the State of Michigan are eligible to bid. Prequalification takes approximately one week and can be initiated by contacting Andrew Hale at 517-636-0092 or halea3@michigan.gov. All bids must be submitted online and vendors must accept EFT payments.

The clings must be printed in 4-color process on 8 mil white static material rated for external window application, UV exposure, and harsh weather conditions. Completion is required within 15–20 business days following proof approval. Electronic PDF proofs will be provided for vendor review prior to final production. All packaging, freight, and shipping costs are the vendor's responsibility. Shipments must be carton-packed and shipped F.O.B. Destination, prepaid to the General Services Building in Dimondale, Michigan. If shipping to the State dock at 7461 Crowner Drive, Lansing, MI 48913, freight must include proper pallet specifications (single-face hardwood, three 2" x 4" runners, 3/4" minimum deck board thickness, maximum dimensions 44"–48" length by 36"–48" width, 4,000-pound gross weight limit) and cartons must be labeled with commodity numbers, descriptions, purchase order numbers, package quantities, and carton totals.

Evaluation is based on best price and value rather than lowest cost alone. The State reserves the right to reject the lowest bidder if quality concerns or inability to meet durability and weather-resistance requirements are identified. All undisputed invoices are payable within 45 calendar days of the later of invoice receipt or final acceptance. All materials, tools, designs, and specifications developed become exclusive property of the State of Michigan.
