Mdhhs EHB habs booklets

The Michigan Department of Technology, Management & Budget (DTMB) Printing Services has issued a Request for Quote (RFQ) #25*0457 for printing MDHHS EHB HABS Booklets, with proposals due on June 10, 2025. The procurement involves printing booklets in three quantity options: 3,000, 5,000, and 7,500 units, with vendors evaluated across multiple criteria including pricing, turnaround time, Michigan-based printing capabilities, and overall vendor experience. Six bidders participated in the RFQ: Lightning Litho, Lawson, Inland Press, Image Printing, O'Keefe, and BRD Printing. The evaluation process emphasizes best value to the State of Michigan, considering qualitative factors beyond price. Vendors were required to demonstrate printing expertise, ability to meet specific quantity requirements, and competitive pricing across different volume tiers.

Lightning Litho has been recommended as the preferred vendor, offering the lowest pricing at $2,835.11 for 3,000 units, $3,822.78 for 5,000 units, and $5,059.49 for 7,500 units. While no specific set-aside designations were mentioned, the RFQ appears to favor Michigan-based printing vendors. The DTMB Printing Services retains the right to perform the work in-house or select an alternative vendor if deemed more advantageous. Vendors can submit protests electronically through Vendor Self Service, with a strict deadline for such submissions. The procurement allows for flexible vendor selection based on comprehensive evaluation of technical capabilities, pricing, and overall value proposition. All participating vendors demonstrated comparable Michigan printing experience and met core qualification standards for this contract opportunity.
