About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids on 1,000 special window envelopes (9 × 12 inches) for the Michigan Department of Health and Human Services Division of Child Welfare Licensing, with bids due July 17, 2026. All bidders must be prequalified vendors registered with the State of Michigan Print & Mail Management program; pre-qualification takes approximately one week.

The scope comprises white catalog envelopes (28# white wove stock with latex flaps) with single-color black form printing and a special window opening measuring 1.75 × 4 inches positioned 1 inch from the left edge and 8.125 inches from the bottom. All finished products must be carton packed. The vendor must submit an electronic PDF proof for approval and complete production within 10 business days of proof approval.

No specific contract value, incumbent, or contract term is stated in the solicitation. Award will be determined by best price and value to the state — the lowest bidder does not automatically prevail if concerns exist regarding past quality performance or inability to meet specifications.

Bidders must submit detailed cost estimates with bids; failure to do so results in rejection. All bids must be submitted online and include freight to the designated dock at 7461 Crowner Drive, Lansing, Michigan, with pricing quoted F.O.B. Destination and prepaid freight. Late submissions will not be accepted. Bids must include all costs, with no underruns accepted and overruns at the vendor's expense. Cartons must be labeled with commodity numbers, descriptions, purchase order numbers, and piece counts. Delivery is available Monday through Friday, 8:00 a.m. to 3:30 p.m., excluding standard holidays. Direct shipments require advance notification and a signed packing slip faxed to Andrew Hale at 517-636-7732 or emailed to halea3@michigan.gov. Invoices must be submitted via email to DTMB-PrintingServices@michigan.gov and entered into the VSS system. Electronic copies of all materials must be provided in source software format with a PDF version and become property of the State.
