About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB) is procuring on behalf of the Michigan Department of Health and Human Services (MDHHS) for English-language printing and direct mail services under solicitation MDHHS 1171 ENGLISH, with bids due August 17, 2026. Only prequalified vendors registered with the State of Michigan's Print & Mail Management (PMM) program are eligible; pre-qualification requires approximately one week and is initiated by contacting Andrew Hale at 517-636-0092 or halea3@michigan.gov.

The scope encompasses five print items totaling approximately 1.205 million units: 475,000 information booklet and application kits (64-page booklet saddle-stitched with 16-page application form, 150 units per carton); 150,000 MDHHS 1171 CASH forms (2-page, shrink-wrapped by 150); 300,000 MDHHS 1171 SNAP forms (2-page, shrink-wrapped by 150); 140,000 MDHHS 1171 SER booklets (8-page saddle-stitched, shrink-wrapped by 150); and 140,000 MDHHS 1171 CDC forms (2-page, shrink-wrapped by 150). All materials must be printed in full 4/4 color on 50# white offset text stock with no bleeds. The vendor must direct ship kits to approximately 105 locations throughout Michigan using DTMB's FedEx account, with remaining inventory shipped to DTMB's designated dock at 7461 Crowner Drive, Lansing, Michigan 48913. Completion is due September 15, 2026 with no exceptions permitted.

Pricing is F.O.B. Destination, prepaid, with freight included. No underruns are acceptable; overruns are at vendor expense. Award will be based on best price and value to the state, considering past quality performance and ability to meet requirements, rather than lowest bid alone. Vendors must submit detailed cost estimates with their bids and obtain approval of digital and hardcopy proofs before production begins. The State retains all intellectual property rights in deliverables. Payment is made through Electronic Funds Transfer within 45 calendar days of invoice receipt or final acceptance, whichever is later.
