About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids for the production of Michigan Department of Civil Rights pocket folders, with bids due August 27, 2026. Only prequalified vendors are eligible to participate.

The scope covers the manufacture of 5,000 to 7,000 units with a finished size of 9 by 12 inches. Folders require a 12-point coated one-side cover stock with four-color process printing on the cover and bindery work consisting of two to four-inch pockets with back cover slits in the right pocket. Vendors must submit an electronic PDF proof with their bid; proposals lacking a detailed estimate face disqualification. Project completion must occur within 15 to 20 business days following proof approval. Finished products must be carton packed and shipped to Bradley M. Schumann, Print Consultant, General Services Building, 7461 Crowner Drive, Dimondale, Michigan 48821, on an F.O.B. Destination, prepaid basis.

Award will be determined on best price and value to the state, considering past quality performance and ability to meet specifications, rather than lowest bid alone.

Vendors must be registered with the State of Michigan, pre-qualified with the Print & Mail Management program, and able to accept Electronic Funds Transfer. Pre-qualification processing takes approximately one week; inquiries go to Andrew Hale at 517-636-0092 or halea3@michigan.gov. Shipment specifications require single-face hardwood pallets with three 2" x 4" runners, 44" to 48" length, 36" to 48" width, and maximum height of 5'6" including pallet, with gross weight not exceeding 4,000 pounds. All cartons must include commodity numbers, descriptions, purchase order numbers, and piece counts. No underruns are permitted; overruns are at vendor expense. Electronic copies of all materials must be provided in source software format and PDF, becoming State property upon delivery.
