About this opportunity

McLean County Highway Department is requesting sealed proposals for drainage improvements and roadway reconstruction on TR 356 near Bloomington, Illinois, with proposals due July 28, 2026 at 10:00 a.m. Prequalification is required, and the two apparent low bidders must file an Affidavit of Availability within 24 hours of the letting.

The scope covers 510 feet (0.097 miles) of closed and open drainage improvements, roadway reconstruction with improved vertical profile, and slope work. Deliverables include furnished excavation (2,040 cubic yards), ditch grading and shaping (387 linear feet), temporary erosion control seeding, perimeter erosion barriers, aggregate base course Type B (853 tons), multiple pipe culverts and drains, concrete structures, reinforcement bars, field tile junction vaults, storm sewers in multiple classes, and stone riprap Class B5 (163 tons). Construction layout and traffic control are included. The project requires coordination with Norfolk Southern Railroad and Corn Belt Energy Corporation for utility relocations during construction.

Work must resume through-traffic by November 20, 2026; failure to meet this completion date triggers liquidated damages. The project is funded through GCPF and MFT funds. The roadway will be closed to all traffic during construction; designated access routes are CH 28 (1200N) and TR 356 for north-side access and Cheney's Grove Road and TR 356 for south-side access.

Bidders must submit a Schedule of Prices (BLR 12201), a proposal bond or guaranty check (5 percent of bid price), Apprenticeship or Training Program Certification (BLR 12325), and Affidavit of Illinois Business Office (BLR 12326). The successful bidder must maintain a business office in Illinois and comply with prevailing wage, employment practices standards, and substance abuse prevention requirements under Local Roads and Streets Recurring Special Provisions.
