About this opportunity
The Minnesota Department of Corrections is seeking proposals for comprehensive repairs and replacements of the High Ropes course at the MCF TOGO facility in Jackson County. The procurement involves detailed maintenance tasks including inspecting climbing tower poles, which requires excavation, bore hole drilling, water barrier protective wrapping, and filling bore holes. Specific deliverables include replacing a 200' gravity brake zip line cable, reconstructing the Zip Line Takeoff Platform, rebuilding specific platforms identified in an arborist report, and modifying course elements such as the Tension Traverse and Earthquake components. The solicitation requires contractors to add lead anchors to the staple climb and remove several existing course elements including the leap of faith, crate stacking, high woozy, and multiple platforms. Evaluation of proposals will be comprehensive, with 1000 total possible points divided equally between Qualifications/Experience (500 points) and Cost Detail (500 points). The procurement timeline indicates the opportunity was posted on May 9, 2025, with proposals due by May 30, 2025, and an anticipated contract period from May to June 2025, with selection expected by June 1, 2025.
The procurement includes notable set-aside and diversity provisions, offering preference points for Minnesota-based small businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. Bidders must submit detailed documentation, including Responder Declarations and Exceptions to Standard Terms, and register through the SWIFT portal as either a bidder or supplier. The State of Minnesota reserves significant flexibility in the procurement process, including the right to reject any or all responses, negotiate with top-scoring responders, and potentially make multiple awards if deemed in the state's best interest. While no specific budget range is explicitly stated, the solicitation suggests an open and competitive procurement process. Potential contractors must demonstrate technical capability to perform the specialized high ropes course repair work, with a focus on precise technical execution of the described maintenance and replacement tasks. The project will be delivered at MCF-TOGO in Togo, Minnesota, using US Dollars as the primary currency.
