About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) procurement for McCain ATC eX2 NEMA Traffic Signal Controllers with EPAC DB37 D Module. The solicitation seeks to procure specialized traffic signal controllers for routine and emergency replacements at over 1,200 intersections that require specific eX2 model functions. MoDOT has determined that Pinkley Sales Company is the sole authorized distributor for McCain Traffic Products in Missouri, capable of providing the controllers along with necessary service, warranty, and repair capabilities. The solicitation period runs from September 22, 2023, to September 29, 2023, with all responses due by 10:00 AM CDT on the final day. The controllers must be compatible with existing software and programming, and any repairs must be performed by authorized facilities to maintain warranty coverage. Evaluation criteria include pricing assessment and ensuring the controllers meet all mandatory technical requirements for the St. Louis region's traffic infrastructure.

No specific set-aside designations or restrictions for disadvantaged enterprises were mentioned in the solicitation documents. The current and only eligible vendor is Pinkley Sales Company, who is identified as the incumbent and sole authorized distributor. The procurement will require integration with existing traffic signal software and programming systems across the St. Louis District's 1,200 intersections. While no specific total contract value was explicitly stated, the procurement is structured to cover MoDOT's needs for one calendar year. The solicitation includes provisions for the Buy American Act, which provides a 10% price preference for American-made products on purchases over $25,000. Delivery terms are Free On Board (FOB) Destination to the MoDOT St. Louis Signals & Lighting facility in Ballwin, Missouri, with Net 30 day payment terms. The contract will require the vendor to maintain liability insurance with MHTC and MoDOT listed as additional insureds.
