About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) procurement for McCain ATC eX2 NEMA Traffic Signal Controllers with EPAC DB37 D Module. The solicitation (SFS605SL23000572) identifies Pinkley Sales Company as the sole authorized distributor for these controllers in Missouri, needed for routine and emergency replacements at over 1,200 intersections. The controllers are required to have specialized functions unique to the eX2 model and must be compatible with existing software and programming infrastructure. The solicitation period runs from September 7, 2022, to September 14, 2022, with a contract period from September 13, 2022, to September 12, 2023. Evaluation criteria include lowest and best bid compliance with mandatory requirements, with electronic submissions required through the MissouriBUYS Statewide eProcurement System. Delivery is specified as FOB Destination to the MoDOT St. Louis Signals & Lighting facility in Ballwin, Missouri, with Net 30 payment terms.

The procurement encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation, with goals of 10% MBE and 5% WBE involvement through subcontractors, suppliers, or joint ventures. Pinkley Sales Company is both the incumbent and the only authorized vendor for these proprietary controllers, with no competitive alternatives identified. The solicitation is structured under Missouri Code of State Regulations 7 CSR 10-11.020(5) as a single feasible source procurement, indicating that no estimated total contract value is provided. Vendors must register with the Missouri Secretary of State and Department of Revenue and comply with state regulations, including the Domestic Products Procurement Act, which offers a 10% price preference for products manufactured or produced in the United States. MoDOT is tax-exempt from Missouri Sales Tax, Missouri Use Tax, and Federal Excise Tax, though contractors may be responsible for taxes on materials purchased to fulfill the contract.
