About this opportunity

The Missouri Department of Transportation (MoDOT), specifically the St. Louis District, is conducting a Single Feasible Source (SFS) procurement for McCain ATC eX2 NEMA Traffic Signal Controllers with EPAC DB37 D Module. Pinkley Sales Company has been identified as the sole authorized distributor for these controllers in Missouri, which are required for routine and emergency replacements at over 1,200 intersections throughout the St. Louis area. The solicitation covers controllers that provide specialized functions exclusive to the eX2 model and must be compatible with existing software and programming systems. The procurement period ran from July 24, 2019 to July 29, 2019, with a contract term from July 29, 2019 to July 28, 2020. Delivery of the controllers is specified as Free On Board (FOB) Destination to the MoDOT St. Louis Signals & Lighting facility located in Ballwin, Missouri, with payment terms set at Net 30 Days.

The solicitation does not indicate any specific set-aside designations or restrictions on organizational respondents. While the solicitation is technically open to all vendors, the single feasible source determination effectively limits the contract award to Pinkley Sales Company due to their exclusive distributorship and the proprietary nature of the McCain Traffic Signal Controllers. No estimated total contract value is provided in the documentation, and there are no mentions of disadvantaged enterprise requirements or incumbent vendor information. The procurement is justified under Missouri Code of State Regulation 7 CSR 10-11.020, which allows for non-competitive procurement when supplies are proprietary and only available from a single manufacturer or distributor. The controllers are critical for maintaining the existing traffic signal infrastructure in the St. Louis County region, ensuring compatibility and continuity of existing systems.
