About this opportunity
The Texas Workforce Commission is requesting bids for leased parking spaces to support its South Texas Tele Center in McAllen under IFB 3202600199, with bids due August 6, 2026 at 10:00 a.m. Central Time.
The scope is a minimum of 70 designated parking spaces located within approximately one block (500–800 feet) of 400 E. Hackberry, McAllen, Texas 78501. All spaces must comply with ADA standards, include adequate lighting and security features, be paved with proper drainage, and receive regular maintenance. The service area is detailed on Attachment 2 - Service Area Map.
The initial contract term runs August 1, 2026 through July 31, 2027, with four optional one-year renewal periods available at TWC's sole discretion. TWC reserves the right to extend the contract for one additional option period beyond the base term and renewals with at least 30 days' notice prior to expiration. Historical compensation for similar contracts has been $45 per month per leased parking space, though TWC reserves the right to adjust projected amounts based on funding availability. Pricing must be submitted on Form 2 - Cost Proposal as a firm-fixed price in U.S. dollars and must remain firm throughout the contract term and any exercised renewal options.
The awardee must provide comprehensive insurance coverage including workers' compensation at statutory limits, employers' liability of $1 million per accident, commercial general liability of $2 million per occurrence and $4 million aggregate, and automobile liability of $1 million per accident. Payment will be made only upon TWC's acknowledgment of satisfactory performance; no additional expenses, per diem, travel, or incidental costs are reimbursable.
TWC intends to award one contract and reserves the right to cancel, make partial award, or decline to award at its sole discretion with no guarantee of volume or usage. Pricing must remain firm for 180 days from the solicitation deadline and throughout the contract term under TWC Terms and Conditions (Attachment 1). Successful bidders must complete Form 1 - Execution of Bid, possess both an EIN and TIN prior to award, and comply with all state certifications and prohibitions outlined in the TWC standard terms.
