About this file
This is an Execution of Bid form (Form 1) for Invitation for Bid (IFB) No. 3202600199 issued by the Texas Workforce Commission (TWC) for McAllen Leased Parking Spaces. The form serves as the official bidding document that requires prospective bidders to complete comprehensive bidder information, including legal name, mailing and billing addresses, contact details, Employer Identification Number (EIN), and Texas Identification Number (TIN). Bidders must designate points of contact for both the bid submission and contract administration phases. By executing this form, bidders acknowledge receipt of all TWC Terms and Conditions, agree to provide the items or services as described in the IFB, and commit to adhering to all specified terms and conditions throughout the contract period and any renewal terms.
The form establishes critical notification requirements for successful bidders, including mandatory disclosure of substantial changes in financial condition, ownership or control, and any pending litigation or adverse actions within specified timeframes (10 to 30 days depending on the nature of the change). Bidders are required to possess both an EIN and TIN prior to contract award to comply with federal tax identification and Texas payment processing requirements. The form includes multiple preference options available to Texas bidders, including preferences for service-disabled veteran-owned businesses, Texas-produced goods and services, agricultural products, recycled or environmentally sensitive materials, energy-efficient products, and various other categories aligned with state procurement priorities. Sole proprietorships and partnerships must be identified in the submission.
