About this opportunity

MassAbility, an agency under the Commonwealth of Massachusetts Executive Office of Health and Human Services, issued a Request for Response (RFR) to qualify providers to operate five regional Brain Injury Community Centers (BICCs) located in Westfield, Worcester, New Bedford, Somerville, and Tewksbury. The procurement seeks qualified organizations to deliver comprehensive community-based services to adults age 22 and older (or 18-21 who have completed secondary education) who have sustained acquired brain injuries, operating on a clubhouse model philosophy aligned with International Brain Injury Clubhouse Alliance (IBICA) standards. Core services include work-ordered days, life skills education, employment support, education services, health and wellness activities, community linkages, and off-site individual support services. Evaluation criteria encompass eight factors: organizational experience, staff knowledge and qualifications, participant engagement strategies, BICC service delivery capacity, outreach and promotion, collaboration with MassAbility, quality assurance processes, and cultural and linguistic competency. The bidders' conference is scheduled for March 3, 2026, at 10:00 a.m. via Zoom; questions must be submitted by March 6, 2026, at 4:00 p.m., with MassAbility responses due by March 18, 2026. Responses are due March 31, 2026, by 4:00 p.m. through COMMBUYS, with evaluation occurring April 1-22, 2026, and notice of award estimated for April 28, 2026. The contract period runs July 1, 2026, through June 30, 2031, with five one-year renewal options extending through June 30, 2036.

All bidders must meet mandatory minimum criteria including proof of Massachusetts business qualification and must submit a Supplier Diversity Program (SDP) Plan committing to partner with certified diverse businesses at a minimum of 1% of contract sales. Bidders must provide a Department of Revenue Certificate of Good Standing, Contracting Qualification Form, and Certificate of Insurance with an expiry date no more than 90 days from submission. Within five business days after contract award, bidders must submit electronic versions of the Request for Taxpayer Identification Number & Certification (Massachusetts Substitute W-9 Form), EFT Form, Prompt Payment Discount Form, and Contractor Authorized Signatory Listing (CASL) Form if these documents are not already on file. Compensation is governed by 101 CMR 422.00 using half-day rates, full-day rates, and hourly rates for off-site services, with an estimated total procurement value of $32,500,000 and an annual total contract value of $3,250,000. MassAbility will manage funding through Service Authorizations and the Enterprise Invoice Management (EIM) system, with providers required to submit monthly invoices by the 15th of each month. MassAbility reserves the right to award fewer or more than five contracts based on Commonwealth interests and will conduct quarterly performance reviews with providers, potentially requiring corrective action plans or contract termination for non-compliance. Services are subject to appropriation and funding availability.
