About this opportunity
The Town of Farragut, located in Knox County, Tennessee, is procuring a comprehensive construction project for the Mayor Bob Leonard Park (MBLP) Pickleball Courts through Invitation to Bid (ITB) #2025-15. The project involves constructing pickleball courts and associated site improvements, including court lighting, fencing, shade structures, site grading, concrete curbs, an asphalt parking lot, concrete walks, storm drainage, and turf planting on over 51 acres of municipal park land. Contractors are required to provide all labor, materials, equipment, permits, and coordination necessary to complete the work in conformance with contract documents and 2010 ADA Standards for Accessible Design. Key deliverables include fully functional pickleball courts with surrounding infrastructure, completed to precise technical specifications outlined in the project manual. The bid required a 5% bid bond or cashier's check, and the non-mandatory pre-bid meeting was held on March 20, 2025, at 10:00 AM on-site. Sealed bids were due on April 10, 2025, at 2:00 PM, with the Town intending to award the contract on April 11, 2025, and the project requiring completion by September 30, 2025.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Four vendors submitted bids, with two deemed non-responsive, leaving Baseline Sports Construction LLC from Knoxville, TN, and GeoSurfaces Midwest from St. Gabriel, LA, as the responsive bidders. Baseline Sports Construction submitted the lowest bid at $842,000.00 for the base project and an additional $32,000.00 for alternates, compared to GeoSurfaces Midwest's base bid of $1,068,000.00 and alternate bid of $75,000.00. The successful contractor must provide comprehensive insurance coverage, including $1,000,000 commercial general liability, $1,000,000 automobile liability, statutory worker's compensation, and $1,000,000 professional liability insurance. Liquidated damages are set at $500 per calendar day for incomplete contract work. The project will be funded through the Town of Farragut's municipal budget, with payment made to the contractor based on completed work upon final acceptance and receipt of lien releases.
