About this opportunity
The Ohio Department of Natural Resources (ODNR) Wildlife Division seeks a qualified contractor to provide diagnostic and repair services for a 120-foot Holophane High Mast Light pole located at the Mazurik Fishing Access site near Lakeside-Marblehead, Ohio. The primary objective is to troubleshoot and repair the lowering device mechanism that currently fails to consistently lock in place at the top of the pole and presents difficulties when disengaging for lowering operations. The selected contractor must coordinate with Holophane to ensure one of their technicians is present on-site during all repair work and must complete the project within 30 days of bid award. Proposals must include three distinct line items: diagnostic and mobilization costs (encompassing personnel, equipment rentals, and associated expenses), an hourly labor rate for repair work, and a materials markup percentage, with final labor and materials costs determined following the diagnostic assessment. A site visit is encouraged but not mandatory prior to bid submission, and failure to request a site visit will not constitute grounds for contract release. All proposals must be submitted through Ohio Buys by the March 20, 2026 deadline, and the contract will be awarded to the lowest responsive and responsible bidder based on total lot cost. Work will be performed at Mazurik Fishing Access, 8957 E. Northshore Blvd., Lakeside-Marblehead, OH 43440, under F.O.B. Destination terms with the contractor bearing all freight costs and risk of loss, with the purchase order valid through June 30, 2026.
The State of Ohio will apply statutory preferences in accordance with Ohio Administrative Code 123:5-1-06, including Buy American preferences (5%), Buy Ohio preferences (5%), and Veteran-Friendly Business preferences (2%), provided that at least one offeror does not qualify for the particular preference and the applicable products exceed 50% of total offered cost. No specific incumbent vendors or current contractors are identified in the solicitation documents. Contractors must meet various compliance requirements including possession of commercial general liability insurance with minimum limits of $1,000,000 per occurrence, workers' compensation insurance with statutory limits, compliance with Ohio ethics laws and drug-free workplace standards, valid Ohio business licenses, and certification of compliance with Executive Orders 2019-12D and 2022-02D requiring services performance within the United States. The State also encourages contractors to source goods and services from Ohio-certified Minority Business Enterprises (MBE) and Encouraging Diversity, Growth and Equity (EDGE) vendors. No specific budget or award value is disclosed in the solicitation; instead, the contract will be awarded based on competitive bidding through the lowest responsive and responsible bid submission. All resulting contracts will incorporate the Services Agreement Template for Non-Federal Funds, Standard Terms and Conditions, and Affirmation and Disclosure Form requirements, with payment due within 30 calendar days of receipt of proper invoices submitted to Ohio Shared Services, and all invoices must include the assigned purchase order number and complete itemization of services and materials.
