About this opportunity

The Michigan Department of Corrections is issuing an Invitation to Negotiate for cotton mattress batting to be used in institutional mattress production, with responses due June 15, 2026 at 3:00 p.m. Eastern. This is a sole-source procurement with Jones Fiber Products, LLC of Humboldt, Tennessee identified as the intended source; the MDOC has determined no viable alternative exists.

The batting must meet precise dimensional, weight, and fiber-content specifications: 40 inches (+2%/−0%) by 80 inches (+2%/−0%), weighing 5 pounds per batt (±10%), with 87% fiber content comprising one-third picker motes, one-third cotton linters, and one-third willow gin motes, plus 10% boric acid for fire retardancy and naphthenic oil for adhesion. The material must pass California Technical Bulletin 117 Section B Vertical Burn Test and ASTM D5238-98 On the Spot Smolder Test with UL listing. Vendors are disqualified if they cannot provide pure cotton batting, do not currently produce the required specifications, or cannot provide material with Federal CFR destructive burn test certification.

The contract term is one year with two one-year renewal options. No contract value or budget range is stated. Questions are due June 10, 2026 at 3:00 p.m. Eastern to Solicitation Manager Marta Moore at MooreM42@michigan.gov or 517-241-3188. Potential bidders wishing to demonstrate equivalent products must respond by the June 15 deadline.
