About this opportunity

The Commonwealth of Kentucky Transportation Cabinet Division of Purchases is soliciting bids for mat rental and maintenance services at the Jackson District Office (District 10) in Hart County. This Request for Bid (RFB) seeks pricing for the provision and biweekly delivery of entrance mats in two specified sizes: 160 mats measuring four feet by six feet and 90 mats measuring three feet by ten feet, all in grey. The vendor must provide easily cleanable mats and replace worn, stained, threadbare, faded, or unsafe units at no additional cost. The solicitation also requires unit pricing for replacement costs should mats become damaged, destroyed, or stolen. Bidders must submit responses electronically through the Kentucky Vendor Self Service website (https://vss.ky.gov) by September 20, 2023, at 1:30 p.m. Eastern Time, with a tentative contract award date of September 28, 2023. The initial contract period runs from October 1, 2023, through September 30, 2024, with four optional one-year renewal periods available by mutual written agreement. Evaluation will be based solely on pricing as the lowest responsive bid criterion. Successful bidders must maintain Contractor's General Liability Insurance with $1,000,000 per occurrence limits and Kentucky workers' compensation insurance, providing certificates of insurance within ten days of notice of intent to award. Delivery is quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with vendors responsible for all delivery and freight charges and subject to $1,000 daily penalties for missed contracted delivery dates.

The Commonwealth applies Kentucky reciprocal preference for resident bidders, and qualified entities including Kentucky Correctional Industries and nonprofits serving individuals with disabilities receive additional competitive preferences in the evaluation process. Unit prices must remain firm throughout the initial 12-month contract period with no price increases permitted during this first year; thereafter, only one increase is allowed based on documented industry-wide price changes, with price decreases required to be reflected immediately as they become available. The solicitation does not identify an incumbent vendor or current contractor, nor does it specify an overall contract budget or award value. The Commonwealth reserves the right to extend the contract to other state agencies and political subdivisions with the vendor's written consent. All interested vendors must complete and submit the required Annual Affidavit for Bidders, Offerors and Contractors, which must be notarized and certify compliance with Kentucky's campaign finance laws under KRS 45A.110 and 45A.115. Submission guidance is available through the Customer Resource Center at Finance.CRCGroup@ky.gov, by phone at 502-564-9641 or 877-973-4357, or via the instructional resources provided by the Commonwealth.
