About this opportunity

Flint Community Schools issued a Request for Proposals on July 18, 2019, seeking qualified service providers to deliver a comprehensive mathematics intervention program serving all students from Pre-Kindergarten through 12th grade across multiple delivery modalities including during-school hours, after-school programs, intercessions, and summer months. The procuring jurisdiction is Flint Community Schools located in Genesee County, Michigan. The District seeks vendors capable of program co-design and delivery, curriculum module development and implementation, trained staff for classroom implementation, teacher pedagogical development through lesson study, family activity nights, community visits, and mentoring support from college students and community members. The RFP originally had a proposal submission deadline of August 1, 2019, at 5:00 p.m. EST, which was extended to August 8, 2019; questions regarding the proposal were due by July 25, 2019, submitted via email to Kendra Dean at kdean@flintschools.org, with proposals scheduled to open on July 29, 2019, and final selection and service provider interviews expected by August 8, 2019. Service providers must submit proposals including a cover letter, three duplicate signed copies, proof of qualifications, company information, organizational details, notarized familial relationship disclosure, Iran Economic Sanctions Act certification, Americans with Disabilities Act compliance certificate, non-discrimination certificate, addenda receipt confirmation, and insurance certificates. Contractors must provide pricing using an official bid form delineating costs for curriculum development, staffing, workshops, community engagement, materials, and other anticipated costs, with 99 percent of costs to be quoted as target pricing. The District will award the contract based on best value considering qualifications, experience, approach, financial qualifications, cost effectiveness, and acceptance of contract terms rather than price alone, with an anticipated service commencement date of August 5, 2019, and an initial contract term of one year dependent upon grant funding.

The RFP does not specify set-aside designations or restrictions limiting competition to particular types of organizations. Service providers must maintain comprehensive general liability, commercial auto, workers' compensation, and umbrella insurance coverage naming Flint Community Schools as an additional insured. The District is open to awarding contracts to either a single vendor capable of serving the entire K-12 continuum or multiple vendors, provided there is collaboration to address needs across all grade levels. Flint Community Schools has already adopted a reading intervention program and envisions the mathematics literacy program complementing this existing initiative; the District expressed willingness to consider vendors who can deliver both mathematics and reading interventions. The District will not disclose the budget allocation for this program, with funding coming from the District's general fund and categorical funding sources. No incumbent vendors or specific budget range was identified in the RFP documents.
