About this opportunity

The Town of Stratford, Connecticut, on behalf of Stratford Public Schools (SPS), is seeking a Math Coach/Consultant through Request for Proposal (RFP) BID #2026-13, funded by a School Improvement Grant from the Connecticut State Department of Education (CSDE). The consultant will provide job-embedded coaching and consultation services to 12 participating educators at Flood Middle School, including 5 mathematics classroom teachers, 1 math interventionist, and 6 special education teachers with an average of 10 years of experience. Key deliverables and objectives include coaching teachers in Tier 1 mathematics instruction best practices, differentiating support for English learners and students with special needs, observing and providing feedback on instruction, and facilitating professional development meetings to address disproportionately lower achievement scores among high-needs students. The successful consultant must possess state certification in secondary mathematics with a minimum of five years of successful teaching experience, demonstrated experience coaching or leading staff in teaching and learning, team-based collaboration abilities, and expertise in Connecticut Core Standards and mathematics instructional best practices; a special education background is preferred. Proposals must include a cover letter, resume, detailed coaching approach, three professional references, project plan and timeline, disclosure of disciplinary actions within the past three years, references for similar projects completed in the past three years, and conflict-of-interest disclosures. The contract runs from January 2026 through September 30, 2026, with potential renewal contingent upon securing additional funding, and includes summer work as part of the scope. Sealed bids must be received by 10:00 AM on Wednesday, January 7, 2026, at the Purchasing Department, 2725 Main Street, Room 104, Stratford, Connecticut 06615, with written questions due by 12:00 PM on Thursday, December 18, 2025, directed to Phillip Ryan, Purchasing Agent, at pryan@townofstratford.com; electronic submissions are explicitly prohibited. Proposers must submit hourly rates for services and reimbursable expenses for meetings, travel, and reports with a maximum estimated cost based on anticipated hours.

The RFP contains no designated set-asides for disadvantaged enterprises or restrictions limiting eligible respondents; all vendors are eligible to respond. The district has indicated flexibility regarding consultant structure, confirming willingness to engage with either a single math coach or a team of 2-3 consultants, with the on-site work schedule to be collaboratively developed based on contract goals. Currently, Stratford Public Schools operates without dedicated math instructional coaches on campus and utilizes iReady curriculum for Math 7 and Pre-Algebra courses, along with Illustrative Math for Algebra instruction; the selected consultant will integrate with these existing curricula and teaching frameworks. The anticipated total contract value is approximately $131,289.00, with payment terms established at Net 30 Days upon approval by all relevant Town boards. All proposal submissions must remain firm for 90 days from the due date and cannot be withdrawn unless extended in writing with mutual agreement. The Town reserves the right to reject any or all proposals and may request interviews with qualified candidates at its discretion prior to contract award.
