About this opportunity
The City of Wheaton, Illinois is requesting proposals for material testing services on Motor Fuel Tax and locally funded projects under RFP #26-174, with proposals due August 21, 2026 at 11:00 a.m. CST. The Illinois Prevailing Wage Act applies to this contract.
Qualified firms must hold a minimum of five years of materials testing experience and Illinois Department of Transportation (IDOT) qualification. The scope encompasses field inspection services, traffic control, geotechnical contract drilling, laboratory testing, and pH determination on an as-needed basis for HMA and PCC materials testing.
The City anticipates aggregate annual testing costs ranging from $50,000 to $100,000. The initial contract term is one year with options to renew for three additional one-year terms. Payment is made on a partial progress basis with monthly invoices; 10% retainage applies until 50% project completion, then reduces to 5% of the total adjusted agreement price. Invoices must be submitted within six months of service completion.
The successful vendor must provide a 10% bid bond and execute the City's standard Consulting Services Agreement. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Umbrella/Excess Liability ($1,000,000), Workers' Compensation per Illinois law with $500,000 employer's liability limits, and Professional Liability Insurance ($1,000,000 per claim/$2,000,000 aggregate).
Proposals must include one original copy, one electronic PDF copy on a flash drive, and four copies delivered to the City of Wheaton Procurement Officer at 303 W. Wesley Street. Submission materials include cost proposal form, notice of deviations, listing of subcontractors, vendor certification form, and vendor information reporting form. Questions were due August 14, 2026 at 11:00 a.m. CST. The City reserves the right to terminate the agreement with 15 days' written notice or for default with seven days' notice if services remain non-compliant.
