About this opportunity

The Kentucky Transportation Cabinet Division of Purchases is soliciting bids for Mat & Towel Service across 21 locations in District 9, encompassing Bath, Boyd, Carter, Elliott, Fleming, Greenup, Lewis, Mason, Nicholas, Rowan, and Morehead counties. This Request for Bid (RFB) procures biweekly mat, towel, and mop maintenance services including the provision and maintenance of black scraper mats, gray nylon/rubber mats, brown nylon/rubber mats, dust mops, wet mops, and related supplies at specified quantities for county maintenance facilities, section offices, and equipment facilities throughout the region. The contract period begins no earlier than July 1, 2025, and expires June 30, 2026, with four optional one-year renewal periods available. Bids must be submitted electronically through the Kentucky Vendor Self Service portal at https://vss.ky.gov, with the submission deadline of June 4, 2025, at 1:30 p.m. Eastern Time, followed by a public bid reading at 3:00 p.m. on the same date. Written questions were due by May 21, 2025, at 3:00 p.m., with Commonwealth responses issued by May 22, 2025. Award will be based on best value using a ranking approach with price weighted at 95 points and delivery time weighted at 5 points. The successful bidder must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance, provide an ACORD certificate within ten days of notice of intent to award, and guarantee pricing on an F.O.B. Destination Freight Prepaid basis with no price increases permitted during the first 12 months.

Reciprocal preference may apply to Kentucky resident bidders, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofits serving individuals with severe disabilities receive preferential scoring in the evaluation process. All bidders must be registered in the Commonwealth eProcurement System at least 24 to 48 hours prior to the closing date and must submit required affidavits regarding resident bidder status, qualified bidder status, contractor employee verification, and campaign finance compliance either with their bids or prior to award. Vendors must clearly specify their delivery time commitment in calendar days following receipt of a delivery order, with late delivery penalties of $1,000 per day assessed for delays beyond the contracted delivery date unless circumstances beyond the vendor's control cause the delay. Price increases are not permitted during the first 12 months but may be requested thereafter with industry-wide justification and 30 days' advance notice. No incumbent vendors or current contractors are identified in the solicitation documents, and no specific budget range or award value is disclosed in the available materials.
