About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, issued a Request for Bid (RFB) for mat and towel service for District 7 (Lexington District) serving Fayette County and surrounding regions. This procurement solicits the rental or lease of janitorial equipment and supplies including treated mats in multiple sizes (3x4, 3x5, 3x10, and 4x6 feet), scraper mats, rubber non-slip mats, cloth towels, continuous roll towels, disposable rags, shop towels, wet mops, dust mops, and mop heads with quantities ranging from 26 to 1,326 pieces per item type. Service is required on a biweekly basis with deliveries to approximately 28 locations across District 7, spanning Fayette, Anderson, Boyle, Bourbon, Clark, Garrard, Scott, Jessamine, Madison, Mercer, Montgomery, and Woodford counties, including facilities in Lexington, Georgetown, Danville, Nicholasville, Richmond, Lancaster, Versailles, Lawrenceburg, Harrodsburg, Winchester, Paris, and Mt. Sterling. Vendors must establish tentative primary and alternative service days for each location to accommodate holidays and emergency closures, provide replacement provisions for damaged or stolen items, and submit tentative service schedules with bids. The RFB closed on March 21, 2019, at 10:00 a.m. Eastern Time with a tentative award date of March 29, 2019. Evaluation is conducted on a best value basis with price representing 100 percent of the evaluation criteria, and the contract term is one year effective upon award through February 28, 2020, with options for additional one-year renewal periods subject to written approval from both vendor and the Division of Purchases.
Resident bidder preference applies in accordance with Kentucky law, and qualified bidders including Kentucky Correctional Industries (entitled to a 20 percent preference) and other qualified nonprofit agencies serving individuals with severe disabilities (entitled to a 15 percent preference) may claim applicable preferences with proper documentation. All quotations must be F.O.B. Destination with vendors responsible for all freight charges and filing freight claims, and contractors must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky workers' compensation insurance within ten days of notice of intent to award. The Commonwealth reserves the right to reject defective items or require correction at vendor expense and imposes a one percent deduction per day from invoices for delivery failures. All bids must remain valid for 90 calendar days following the bid closing date, and payment shall be made within 30 working days of invoice submission with a penalty of one percent per month applied for payments exceeding that timeline. No addenda were issued for this solicitation, and the RFB document does not specify overall contract award values or budget ranges.
