Submissions include a detailed workplan and first (50%), second (75%), and final (100%) drafts, with at least three public meetings. The final product is at least 25 pages of text with GIS-generated maps and photographs, delivered as 50 paper copies and one electronic PDF.
Proposers must provide resumes, organizational charts, professional licenses, a detailed fee breakdown with hourly rates and total cost, and a scope understanding summary. The City requires general liability insurance of $1 million per occurrence, automobile liability of $1 million combined single limit, workers' compensation and employers' liability of $500,000 per accident, professional liability of $1 million per claim and $3 million aggregate, and cyber liability of $1 million per claim and $3 million aggregate. Proposers must also submit a Statement of Ownership Disclosure, a Non-Collusion Affidavit, and a certification regarding prohibited investments in Russia, Belarus, and Iran.
Evaluation considers cost and fees, experience and reputation in the field, ability to mobilize and complete the contract, and knowledge of Atlantic City. Proposals remain open for 60 days, and the City may award within that period or reject all responses. All work must be complete by September 1, 2027, with final deliverables due October 15, 2027. Contact with City personnel is limited to Sean P. Canning at scanning@TheCanningGroup.org.
Opportunity text
The selected consultant shall produce a new Master Plan Historic Preservation Element for the City of Atlantic City. The City shall engage, in compliance with all applicable federal, state, and local procurement laws, the services of a New Jersey licensed planner (Planner), who has an individual that meets, or a firm with staff that meets, the Secretary of the Interiors Professional Qualification Standards for Architectural Historian or Historic Architect (48 FR 44738-9). Under the direction of the Planner and with active participation and assistance by the Atlantic Citys Historic Preservation Commission, Planning Board, and Planning Department, the Selected Consultant shall prepare the Master Plan Historic Preservation Element in conformance with the New Jersey Municipal Land Use Law, the New Jersey State enabling legislation for local historic preservation programs. The Master Plan Historic Preservation Element will indicate the location and significance of historic sites and districts, identify standards used to assess worthiness for historic site or district identification, and analyze the impact of each component and element of the master plan on the impact of preservation of historic sites and districts. Furthermore, the Master Plan Historic Preservation Element will identify civic and economic benefits of the local historic preservation program, how the Selected Consultants design guidelines contribute to the protection and preservation of historically and architecturally significant properties (if applicable), and will identify municipal historic preservation goals, a set of preservation objectives, and an implementation agenda to achieve the goals and objectives. The Planner will provide services to the City, culminating in the creation of a comprehensive Master Plan Historic Preservation Element. Wherever appropriate, the Planner shall use maps, charts, tables, photographs, and illustrations to convey information. The formatting of the Master Plan Historic Preservation Element shall be consistent with other municipal planning documents. A detailed timetable and methodology for completing this product, including definition of the number and type of appropriate maps and the distribution of and review of the draft plan element will be presented in a written workplan to be reviewed and approved in writing by the Historic Preservation Office prior to the commencement of any work on the plan element.
