About this opportunity

The State of Maine, Division of Purchases, is soliciting bids for a Master Agreement covering rubber pacs and waders for the Department of Conservation, Inland Fisheries & Wildlife, and Marine Resources, with bids due May 4, 2011.

The scope comprises six LaCross boot styles: three insulated hip boots (Big Chief 600G Waders style 700001, Trapline Hip Waders style 700066, Burley Classic Hunting Boots style 266040), two uninsulated hip boots (Marsh Hip Waders style 156040, Grange Hunting Boots style 150040), and one insulated pac boot (style 260040). All boots must meet specified waterproof and insulation standards with designated heights ranging from 12 to 32 inches. The estimated total quantity is approximately 50 pairs over the contract period. Delivery must occur within 10 working days of order receipt. Successful bidders must inspect all garments before shipment and accept the State of Maine Procurement Card as payment with no surcharges permitted.

The contract period runs immediately through May 31, 2012, with two optional one-year renewals. Pricing must be submitted as net, all-inclusive costs with transportation fully prepaid and delivered FOB destination, remaining firm for the contract duration. Awards will be made to the lowest-priced bidder meeting all specifications; the State reserves the right to make single or split awards based on best value. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

Vendors awarded contracts for apparel, footwear, or textiles must comply with Maine's Code of Conduct Anti-Sweatshop Fee, which imposes a 1% fee on the total contract amount payable within 30 days of purchase order execution or quarterly for term contracts. Bidders must complete a Code of Conduct Affidavit certifying compliance with applicable wage, health, labor, environmental, and safety laws, and affirm human and labor rights treaty obligations including prohibitions on forced and child labor. The affidavit must be submitted to Sue Garcia, Buyer with the Division of Purchases, by the bid opening date. Substantive questions must be posted on Vendor Self Serve (VSS) at least 48 hours before the deadline. Vendors may extend pricing to Maine political subdivisions and school districts.
