About this file
This is a Request for Quote (RQS) issued by the Maine Department of Conservation, Inland Fisheries & Wildlife and Marine Resources seeking bids for LaCross Boots and approved equivalents. The contract covers six boot styles in various configurations: three insulated hip boots (700001 Big Chief 600G Waders, 700066 Trapline Hip Waders, and 266040 Burley Classic hunting Boots), two uninsulated hip boots (156040 Marsh Hip Waders and 150040 Grange Hunting Boots), and one additional insulated pac boot (260040 Insulated Pac Boots). All boots must meet specified technical requirements including waterproof protection, appropriate insulation, and designated heights ranging from 12 to 32 inches. The estimated contract quantity is approximately 50 pairs over the entire contract period, though actual quantities will be based on actual departmental needs. The contract period is effective immediately through May 31, 2012, with the option of two one-year renewals. Delivery of all items must occur within 10 working days of order receipt, and successful bidders must inspect all garments before shipment.
Pricing must be submitted as net, all-inclusive costs with transportation fully prepaid and delivered FOB destination, and prices must remain firm for the contract duration. Award will be made to the lowest-priced bidder meeting all specifications, though the State reserves the right to make a single award or split awards based on best value. Vendors awarded contracts for apparel, footwear, or textiles must comply with Maine's Code of Conduct Anti-Sweatshop Fee, which imposes a 1% fee on the total contract amount payable within 30 days of purchase order execution or quarterly for term contracts. Vendors must accept the State of Maine Procurement Card as payment with no surcharges permitted. The State reserves the right to cancel the contract with 30 days' written notice or immediately for non-conformance with specifications. Vendors may extend pricing to political subdivisions and school districts in Maine. All bids must be submitted through Vendor Self Serve (VSS), with substantive questions required to be posted on VSS at least 48 hours before the deadline. Sue Garcia, Buyer with the Division of Purchases, is the sole authorized contact for this procurement.
