About this opportunity
The Maine Department of Marine Resources, through the State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for a master agreement to supply specialized trap tags under RFQ #13A17110800000000000246, with quotations due November 22, 2017 at 4:00 p.m. Eastern Standard Time. Maine businesses submitting bids within 5% of the lowest non-Maine business bid and meeting equivalent specifications receive preferential consideration under Executive Order 2017-003.
The scope encompasses an estimated three to five million tags annually, including lobster trap tags with and without 2D barcodes, elver tags, noncommercial tags, square tags, zip tie tags, reconsignment tags, crate seals, buying station tags, and miscellaneous specialty tags. All tags must be manufactured from high-density polyethylene with sequential numbering (10–12 digits), state designation, year, and type-specific identifications, capable of withstanding salt water and Maine weather for at least one year. Lobster trap tags must measure 6–7 inches in length and 3/8 to 1/2 inch in width, available in yellow, orange, black, and other designated colors with contrasting colored plugs. The vendor must ship tags to harvesters within 15 business days of receiving daily electronic orders and fulfill rush orders within 10 business days; assume all delivery costs and liability for lost or defective shipments; provide tracking numbers within three business days of shipment; and implement counterfeit-prevention measures. The vendor must also provide binding quotes for additional tag types within one week of request during the contract period.
The contract term is January 1, 2018 through December 31, 2019, with two optional one-year renewal periods for 2020 and 2021 contingent on continued funding and satisfactory performance. Prices must remain firm for the initial contract period, with price reductions permitted retroactively at any time. All quotations must be submitted through AdvantageME/Vendor Self Service and include shipping costs under F.O.B. Destination terms. Evaluation is on a best value basis, with award to the lowest-priced compliant bidder. Bidders must submit the Bid Cover Page, Debarment Certification Form, Cost Response Spreadsheet in Excel format, product data sheets, and warranty information.
