About this file

This is a Request for Quotation (RFQ) document issued by the Maine Department of Marine Resources through the State of Maine Department of Administrative and Financial Services, Division of Procurement Services, soliciting a master agreement for specialized trap tags. The scope of work encompasses the supply of an estimated three to five million tags annually, including lobster trap tags with and without 2D barcodes, elver tags, noncommercial tags, square tags, zip tie tags, reconsignment tags, crate seals, buying station tags, and miscellaneous specialty tags. All tags must be manufactured from high-density polyethylene with sequential numbering of 10-12 digits, state designation, year, and type-specific identifications, capable of withstanding salt water and Maine weather conditions for at least one year. Lobster trap tags must measure 6-7 inches in length and 3/8 to 1/2 inch in width, available in yellow, orange, black, and other designated colors with contrasting colored plugs. Quotations were due November 22, 2017 at 4:00 p.m. Eastern Standard Time, with the contract term running from January 1, 2018 through December 31, 2019, including two optional one-year renewal periods for 2020 and 2021 contingent on continued funding and satisfactory performance.

The vendor must ship tags to harvesters within 15 business days of receiving daily electronic orders and fulfill rush orders within 10 business days, assume all delivery costs and liability for lost or defective shipments, provide tracking numbers within three business days of shipment, and implement counterfeit-prevention measures. All quotations must be submitted through AdvantageME/Vendor Self Service under F.O.B. Destination terms with shipping costs included. Evaluation is conducted on a best value basis with award to the lowest-priced compliant bidder; Maine businesses submitting bids within 5% of the lowest non-Maine business bid and meeting equivalent specifications receive preferential consideration under Executive Order 2017-003. Bidders must submit a Bid Cover Page, Debarment Certification Form, Cost Response Spreadsheet in Excel format, product data sheets, and warranty information. Prices must remain firm for the initial contract period, though price reductions are permitted retroactively at any time, and vendors must provide binding quotes for additional tag types within one week of request during the contract period.
