About this opportunity
The State of Maine Division of Purchases is requesting quotations for a Master Agreement for Gold Seal Business Cards with bids due March 26, 2014. The procurement establishes a one-year master agreement from April 1, 2014 to March 31, 2015, with the State Purchasing Director retaining the right to extend the agreement with contractor consent to a maximum total contract period not to exceed three years. An estimated annual contract value of approximately $5,000 is based on 150 orders.
The scope covers finished business cards at 3.5" x 2" printed on 80 lb. White Rolland Opaque recycled cover stock in reflex blue or black ink, typeset in Goudy Handtooled font with an engraved Gold State of Maine Seal in the upper left corner. The majority of orders are anticipated to be 250 or 500 cards per lot. Vendors must submit samples of similar work prior to bid closing and provide proofs within one calendar week of order receipt. Delivery is required to various locations throughout Maine within 5–10 working days after order receipt. Pricing must be submitted per lot (250, 500, or 1,000 cards) as all-inclusive of delivery, shipping, typesetting, and set-up charges, with prices firm throughout the contract term. The State supplies the engraved die for the Gold Seal; the vendor is responsible for pickup and return.
All bids must specify post-consumer recycled fiber content and certified virgin fiber content, with proof of chain-of-custody or certification status. A price preference of up to 10% may be awarded to bidders offering paper containing a minimum of 30% post-consumer recycled material, provided bids are within 10% of the lowest qualifying bid. Past performance may be considered in award decisions.
As a separate transaction, the successful vendor must purchase the current inventory on hand at the State's Central Warehouse in Augusta (approximately 12,000 sheets, 8-up configuration) and pick it up no later than April 7, 2014, with payment due upon receipt. The State Procurement Card must be accepted with no surcharges. Vendors must submit monthly reports by the 5th working day of each month. All quotations must be submitted electronically through the State's Vendor Self Service platform. Questions are due prior to the March 26 closing at 2:00 p.m. local time.
