About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for a master agreement to supply APC Uninterruptible Power Supplies and related parts, software, and cabling, with quotations due November 17, 2023 at 4:00 p.m. Eastern Standard Time via the AdvantageME Vendor Self Service system.

Bidders must be authorized APC resellers and provide certification of reseller status. The master agreement will serve any State of Maine government unit and is open for use by Maine municipalities, political subdivisions, and school districts; bidders are encouraged to indicate willingness to extend contract pricing to these entities.

The scope covers APC UPS models ranging from 500VA to 10,000VA units, replacement battery cartridges, network management cards, PDU modules, transformers, and flat-rate installation and removal services. The State currently operates more than 500 APC UPS units across its distributed voice and data network infrastructure monitored via SolarWinds Orion software. Pricing must include all shipping to Augusta, Maine and standard APC product warranty at no additional cost. Equipment or parts must be delivered within 14 business days of order receipt. The quotation template requires bidders to submit a global discount as a percentage off manufacturer's suggested retail price for APC's complete equipment line and respond affirmatively to all mandatory terms; incomplete submissions result in disqualification.

The contract term runs January 1, 2024 through December 31, 2026, with two optional one-year renewal extensions for 2027 and 2028. Evaluation criteria are conformity with specifications, delivery timeframe, and lowest price among conforming bids. All bids must remain firm for 180 days from bid opening. The State is exempt from federal, state, and local taxes and requests quotations without tax inclusion.
