About this opportunity

The State of Maine Division of Purchases is requesting bids for a master agreement on Danner boots for the Department of Conservation, Inland Fisheries & Wildlife and Marine Resources, with quotations due October 30, 2013. The solicitation specifies two Danner styles with no substitutes permitted: the 29110 Fort Lewis Mens/Womens Uniform Boots and the 18000 Flashpoint Mens/Womens Plain Toe Work Boots. Both styles must be made in the USA and meet Berry Act compliance.

Bidders must certify compliance with Maine's State Purchasing Code of Conduct, which requires affirmation that the bidder and all suppliers at the point of assembly adhere to applicable wage, health, labor, environmental, and safety requirements; prohibitions on forced labor and child labor; and non-discrimination in hiring, promotion, and compensation. A notarized Code of Conduct affidavit must be faxed to Sue Garcia at 207-287-6578 by the bid opening date. Vendors awarded apparel, footwear, or textile contracts are subject to a 1% anti-sweatshop fee applied to the total contract amount, payable within 30 days of execution or quarterly for term contracts.

The estimated quantity is approximately 25 to 50 pairs over the contract period, with actual quantity determined by departmental need. The contract runs immediately through November 30, 2014, with two optional one-year renewals. Successful bidders must deliver all items within 10 working days of receiving an order and inspect all garments for quality before shipment. Pricing must be net costs inclusive of all transportation charges prepaid to delivery point and must remain firm throughout the contract duration.

All bids must be submitted electronically through the State of Maine's Vendor Self Service platform with closure at 2:00 p.m. local time. Questions must be posted through VSS at least 48 hours before the deadline. Award will be based on specification compliance, best value, and delivery capability. The State of Maine reserves the right to make single or split awards and accepts the Maine Procurement Card with no surcharge.
