Pricing must be submitted as net costs inclusive of all transportation charges prepaid to the point of delivery, and prices must remain firm throughout the contract duration. The State of Maine reserves the right to make single or split awards and will evaluate bids based on specification compliance, best value, and delivery capability. Vendors awarded contracts for apparel, footwear, or textiles are subject to a 1% anti-sweatshop fee applied to the total contract or purchase order amount, payable within 30 days of execution or quarterly for term contracts. The State requires acceptance of the Maine Procurement Card as a form of payment with no surcharge allowed. Vendors must submit a notarized Code of Conduct form and post all questions through the Vendor Self Serve system at least 48 hours before the bid deadline.
