About this opportunity
The Massachusetts Department of Transportation is posting a notice of intent to accept a best value offer for traffic dampers, soliciting competing proposals by 3:00 PM on June 18, 2026, to determine whether qualified vendors other than the intended offeror exist.
MassDOT seeks to procure two TR1 Mitigators and six TR2 Mitigators in support of the FHWA Technology Transfer program and the project titled "Performance Evaluation of Dampers for Traffic Signal and Sign Structures." The TR1 and TR2 units are Valmont Industries vibration dampers designed to reduce wind-induced movement in traffic signal and sign structures. The TR2 dampers employ dual-damping technology combining eddy current and pneumatic mechanisms; each unit weighs approximately 50 pounds. Testing data demonstrates response reductions ranging from 39 to 99 percent across frequency configurations, with the TR2-26 configured for high-frequency applications (1.73 to 3.03 Hz) and the TR2-11 for low-frequency applications (1.03 to 1.68 Hz).
Valmont Industries has submitted a quote of $25,000 — two TR1 units at $2,000 each and six TR2 units at $3,500 each — with a lead time of 4 to 6 weeks from order release. Freight to MassDOT District 3 Headquarters in Worcester, Massachusetts is included. Pricing is firm for 30 days; payment terms are NET 30 upon approved credit.
Responding vendors must submit quotes and documentation demonstrating qualifications and ability to provide comparable or superior offerings through the COMMBUYS online procurement platform. All submissions must comply with Commonwealth requirements, including digital accessibility provisions and prompt payment discount forms. Following the June 18 deadline, MassDOT will review responses and determine whether to accept Valmont's offer, withdraw the notice, accept an alternative vendor's offer, or accept offers from multiple vendors. Technical support is available through the COMMBUYS Help Desk at OSDHelpDesk@mass.gov or 1-888-627-8283, Monday through Friday, 8:00 AM to 5:00 PM Eastern time.
