About this opportunity

The Massachusetts Department of Transportation (MassDOT) is seeking proposals for in-person leadership development training services under the Leadership Challenge model, with responses due July 9, 2026 at 2:00 PM. This procurement is set aside under the Massachusetts Small Business Purchasing Program (SBPP); only SBPP-participating businesses meeting best-value criteria are eligible for award.

The scope encompasses ten service categories: two-day in-person workshops, individual coaching, train-the-trainer programs (six-person minimum), refresher workshops, advanced facilitator training (six-month program November 2026–April 2027), self-empowerment leadership training, challenging conversations workshops, virtual delivery options, and curriculum development services. All pricing must be submitted on a cost-per-participant basis and include facilitators, materials, assessments, action plans, coaching, pre- and post-surveys, and any customization. Bidders must also provide hourly rates for future curriculum development across instructional designer, project manager, senior trainer, and trainer roles. Travel and lodging expenses are non-reimbursable. Per Commonwealth accessibility standards, all electronic deliverables must comply with state requirements.

The estimated contract value is $350,000 over a three-year initial term with an optional two-year renewal. The estimated contract start date is July 20, 2026. Per the Prompt Pay Discount Form, contractors must provide prompt-payment discount percentages for payment within 10, 15, 20, and/or 30 days unless demonstrating undue burden.

Bidders must provide five customer references demonstrating experience with public entities, state government agencies, large-scale programs training 2,800 or more trainees, and organizations similar in size to MassDOT. MassDOT reserves the right to conduct virtual oral interviews and presentations with selected bidders and may conduct site visits. Written questions are due July 7, 2026, with official answers published by July 8. All responses must be submitted through COMMBUYS.
