About this opportunity

The City of Dallas is seeking proposals for a Mass Feeding Operations contract, specifically targeting qualified respondents capable of providing emergency food services during displacement or evacuation scenarios. The primary objective is to establish a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service agreement with a vendor capable of feeding up to 10,000 individuals per meal daily, offering both buffet and individually packaged meal options. Potential respondents must demonstrate extensive experience in mass feeding services for individuals displaced from their primary residences for 24 hours or longer, with the ability to scale operations based on emergency requirements. The solicitation (BFZ25-00027942) was posted on June 26, 2025, with proposals due by August 1, 2025. Key deliverables include flexible meal service capabilities, rapid response infrastructure, and the ability to support large-scale emergency feeding operations across Dallas County and potentially other areas of Texas. Evaluation criteria are likely to include operational capacity, meal service versatility, response time, and logistical preparedness.

The procurement appears to have a focus on Minority and Women-owned Business Enterprises (MWBE), as evidenced by the attached MWBE List (file 6-Mass Feeding Operation MWBE List.xlsx). Respondents will need to complete specific forms demonstrating workforce composition and local workforce participation, including the OPS-FRM-640 Team Make-Up and Local Workforce Form. Insurance requirements are detailed in a separate attachment, suggesting strict qualifications for potential contractors. While specific budget ranges are not explicitly stated, the scale of the contract (supporting up to 10,000 meals daily) indicates a potentially significant financial opportunity. The contract includes comprehensive documentation such as contractor policies, environmental policies, and standard forms, suggesting a robust and formal procurement process. Additional requirements include completing an Environmental Record Affidavit, indicating potential environmental compliance and sustainability considerations in the selection process.
