The Illinois Department of Natural Resources is soliciting a bid for a single wheeled, pull-type disc harrow under the Forest Stewardship Program Federal Assistance (CFDA #10.678), with bids due October 7, 2026. The solicitation is funded entirely through federal Forest Stewardship Program assistance; the contractor must comply with 2 CFR Part 200, FAR 31.2, Davis-Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, Clean Air Act, Federal Water Pollution Control Act, Build America Buy America Act, and federal debarment, suspension, and anti-lobbying certifications.
The equipment must be brand new and unused, with a transport width of 13 to 13.5 feet, maximum cultivation width of 12 feet, length of 14 to 15 feet, and weight of 2,700 to 2,800 pounds. Specifications require 22-inch disc blades with 9-inch spacing (notched front gang, smooth rear gang), greaseable triple-lip-sealed ball bearings on each gang, adjustable gang angles via single-pin adjustment, manual crank front-to-rear leveling, cylinder stroke depth control, dual-wheel transport tires (four 9.5L X 15 on 15" x 6" five-bolt rims), disc scrapers, center sweep kit, rear furrow filler, and pull-type hitch with park jack. Bidders must be certified dealers of the proposed manufacturer with service and parts departments; quotes must identify the manufacturer name, make, and model number with complete specifications. Pricing includes freight FOB destination, standard equipment, all parts and accessories for operation, complete assembly, operational delivery, standard manufacturer's warranty, operator and maintenance training, and two copies each of operator and maintenance manuals. The contractor must maintain financial records for a minimum of three years post-project completion and acknowledge federal funding in all project-related communications.
