About this opportunity
The Mason Manor Development Services contract opportunity, posted by the Wisconsin Housing Authority on July 1, 2021, with a proposal due date of July 29, 2021, seeks comprehensive development services for a low-income housing rehabilitation project. The Authority is soliciting qualified firms to establish public/private partnerships, provide management services, secure a management agent, assist with tax credit compliance reviews, and manage tenant relocation services. Key objectives include rehabilitating low-income housing in accordance with the Authority's policies and bylaws, exploring available funding sources, and utilizing a RAD / Section 18 blend coupled with 4% Low Income Housing Tax Credits (LIHTC). Prospective firms must demonstrate expertise in multi-phase development management, including procuring and contracting with third parties, managing construction efforts and timelines, and providing comprehensive development and operational support. The primary deliverables include a fully rehabilitated housing project with comprehensive management and compliance strategies.

The project does not specify incumbent vendors or existing technological infrastructure requirements. The contract appears designed to support a significant housing rehabilitation effort, though specific budget ranges or award values are not disclosed. Interested firms will need to demonstrate substantial expertise in public housing development, tax credit compliance, project management, and tenant relocation services. The procurement suggests a complex, multi-faceted development project requiring sophisticated understanding of housing authority operations, funding mechanisms, and rehabilitation strategies.
