Mason County, Texas is requesting proposals for consulting services to update the County's Hazard Mitigation Plan in compliance with FEMA requirements under 44 CFR 201.6, with proposals due October 30, 2026 at 5:00 PM CST and questions due October 16, 2026 at 5:00 PM CST. The County encourages participation by Small, Minority-Owned, Women-Owned, Veteran-Owned, and Disadvantaged Business Enterprises and requires affirmative steps to ensure such businesses are utilized when possible.
Participating entities include Mason County, the City of Mason, and Mason Independent School District. The scope requires one kickoff meeting, a minimum of three local planning team meetings, three public planning workshops, and three public engagement meetings—all offering both in-person and virtual options. The project duration is approximately 12 to 18 months through final FEMA and state approval.
Required qualifications include documented experience preparing FEMA-approved Local Hazard Mitigation Plans, familiarity with Texas jurisdictions and TDEM review processes, demonstrated GIS capability and mapping expertise, experience conducting public engagement meetings in rural communities, and knowledge of FEMA Hazard Mitigation Assistance programs. The anticipated project budget is approximately $65,000 to $85,000. Proposals must include a not-to-exceed lump sum fee with task-based cost breakdown and comply with 2 CFR Part 200 cost principles.
Evaluation criteria weight technical merit up to 75 points—including relevant experience and past performance (25 points), project team qualifications (15 points), project approach and methodology (20 points), and public engagement and stakeholder coordination (15 points)—and proposed cost up to 15 points. The contract is funded through a grant administered by the Texas Division of Emergency Management and is subject to all FEMA requirements and Uniform Administrative Requirements under 2 CFR Part 200. Anticipated award recommendation and Commissioner's Court decision are both scheduled for November 2026.
