About this file
This is a Price Proposal Form for the Mason County Hazard Mitigation Plan Update in Texas, establishing the budget structure and billing requirements for the contracted project. The project encompasses multiple deliverables organized into distinct budget line items: travel costs associated with four planning trips (kickoff meeting, three local planning team meetings, and public outreach activities), plan creation services including risk assessment, mitigation strategy, and overall vulnerability assessment plans, GIS mapping services, and draft plan review and revisions. Additionally, the scope includes printing and materials for meetings, handouts, and plan documentation. Proposers must structure their price proposals to align directly with these grant-approved budget categories, clearly indicating total proposed costs for each line item.
The contract is funded through a grant award with a pre-approved line-item budget to which all proposals must conform. The awarded contractor is responsible for ensuring that all invoicing reflects costs billed according to the same budget line items and format as proposed, with no payment authorized for costs not associated with approved budget categories. Proposers must submit a detailed invoicing methodology identifying the anticipated invoicing frequency, progress measurement criteria, key deliverables or milestones tied to payment, and confirmation that each invoice will itemize charges by the grant-approved budget line items. The County reserves the right to request supporting documentation demonstrating compliance with grant budget and funding conditions, and the contractor must ensure that all billed amounts are allowable, allocable, and reasonable under applicable grant requirements.
