About this opportunity
The Governor's Office of Crime Prevention and Policy is soliciting proposals under MS-IFB 26-SERV-005 for a venue to host the Maryland Summit on Behavioral Health and the Justice System, with proposals due January 7, 2026 at 1:00 PM local time (extended from December 24, 2025 via Amendment No. 1). This is a Small Business Reserve procurement restricted to certified small businesses under Maryland State Finance and Procurement Article 14-501 through 14-505, certified by the Governor's Office of Small, Minority & Women Business Affairs. The Procurement Officer reserves the right to remove the SBR designation if small business interest is insufficient.
The scope includes a single venue accommodating approximately 300–350 attendees with one main conference room configured for 350 in banquet style, three workshop rooms accommodating 125 each in theater style, audio-visual equipment and technical support, signage, catering (hot breakfast, hot lunch buffet, afternoon snacks, and complimentary beverages throughout the day), registration tables, and reserved parking. The event dates are September 9–10, 11–12, or 17–18, 2026, with contract performance running June 1 through October 31, 2026. Performance locations are Anne Arundel, Baltimore, or Howard County.
Minimum qualifications include a valid Maryland business license, Fire Department Permit, and Health Permit; three or more reference checks; and at least five years of demonstrated experience hosting conferences with up to 350 attendees. Contractors must maintain Commercial General Liability insurance ($1 million combined single limit per occurrence / $3 million annual aggregate), Crime Insurance ($1 million minimum), and Workers' Compensation insurance ($1 million per occurrence minimum), with the State listed as an additional insured.
Evaluation weights technical and financial factors equally. Questions were due December 17, 2025. Site visits will be scheduled after Procurement Officer notification. The Procurement Officer is Dieudonne Mwaha (dieudonne.mwaha1@maryland.gov, 410-697-9296). No federal funding is involved.
