The contractor must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, cyber liability/technology errors and omissions insurance with minimum limits of $1,000,000 per claim, and workers' compensation insurance as required by New Mexico law, while complying with FERPA, COPPA, CAN-SPAM, and applicable data privacy and security requirements. Written questions must be submitted by April 10, 2026, with responses and any addenda issued by April 14, 2026; proposals must be submitted electronically through the eProcurement System by 2:00 PM Mountain Standard Time on April 30, 2026. Evaluation is estimated to be complete by May 7, 2026, with notice of award on May 8, 2026, followed by a 15-day protest period. The evaluation will be conducted on a 100-point scale across ten factors: company experience and past performance (15 points), understanding of NMMI's needs (15 points), social media management and content strategy (10 points), paid digital campaigns (10 points), website and landing page optimization and SEO integration (10 points), email marketing strategy and lifecycle communications (8 points), work samples and scenario exercise (7 points), project management, communication and reporting (5 points), key personnel and staffing plan (5 points), and cost (15 points), with completion of mandatory forms as a pass/fail requirement.

The RFP includes optional preference points available for certified resident businesses (8% of total points), Native American resident businesses (8% of total points), resident veterans businesses with annual revenues of $3 million or less (10% of total points), and Native American resident veterans businesses (10% of total points), with the higher preference applied if multiple certifications exist. All proposals must include completed Acceptance and Disclosures Forms certifying compliance with conflict of interest provisions, non-collusion requirements, and debarment/suspension status, as well as a Campaign Contribution Disclosure Form as required by New Mexico Procurement Code Sections 13-1-28 et seq., disclosing any campaign contributions exceeding $250 made within the two-year period prior to proposal submission. The Letter of Transmittal must include the offeror's organization identity and mailing address, designated authorized representative with contact information, Federal Employer Identification Number (FEIN), New Mexico CRS number, and identification of any proposed subcontractors. No incumbent contractor is referenced in the solicitation, and no specific funding amount is stated in the RFP; however, media budgets are treated as pass-through costs excluded from evaluated service fees and subject to no contractor markup, with monthly invoicing in arrears for services rendered and approved by NMMI. All work product and deliverables created under the agreement shall be owned exclusively by NMMI as works made for hire, though the contractor retains ownership of pre-existing tools, templates, and methodologies. NMMI reserves the right to negotiate with the highest-ranked offeror and, if negotiations fail, proceed with the next ranked firm.
