About this opportunity
Lewisburg Borough is requesting electronic bids for traffic signal retiming and equipment upgrades on Market Street (SR 45) in Lewisburg, Pennsylvania, with bids due July 1, 2026 at 10:00 a.m. via the PennBID Program. Questions must be submitted by June 24, 2026 at 10:00 a.m. The project spans five signalized intersections (at Second, Third, Fourth, and Seventh Streets) and requires installation of NEMA TS-2 Type 1 controller assemblies, emergency preemption and optical preemption systems, uninterruptible power supplies, vehicular and pedestrian signal heads, and associated conduit and cable infrastructure.
Scope includes mobilization and traffic maintenance during construction; cement concrete sidewalk installation (approximately 58 square yards total); aluminum signs (73 square feet); two cellular communication systems; two controller assemblies; 388 linear feet of 2-inch and 857 linear feet of 3-inch conduit; 3,969 linear feet of 14 AWG 3-conductor and 3,980 linear feet of 14 AWG 5-conductor signal cable; six junction boxes; two electrical service connections; four uninterruptible power supply units; 24 vehicular signal heads; 32 accessible pedestrian signal pushbuttons; and four optical preemption systems. Work must comply with Pennsylvania Department of Transportation standards, Pennsylvania Act 181 utility-damage prevention requirements, and TC-8800 series traffic signal design specifications. All four intersections operate on a 70-second coordinated cycle with 25 miles per hour speed-limit corridor optimization.
Bids are evaluated on a unit-price basis. Substantial completion is required by April 16, 2026, with final completion by April 30, 2026. A milestone requires retaining wall completion by December 12, 2025, subject to liquidated damages of $1,000 per day for missed deadlines. Site visits are required; bidders arrange their own transportation and access permissions. Bid security is a 10 percent penal sum bid bond. The apparent successful bidder must provide performance and payment bonds within 15 days of award. Monthly progress payments are made at 90 percent of completed work value with retainage, increasing to 100 percent upon substantial completion less a reserve equal to 200 percent of estimated remaining work value. The bidder must be authorized to do business in Pennsylvania and possess required contractor licensing.
