About this opportunity

The City of Bloomington, Illinois is soliciting sealed bids for the Market Garage 2022 Maintenance Repairs project (ITB #2023-03) located at 202 W Market Street, with bids due electronically via ProcureNow on June 27, 2022, at 1:00 pm CST. The procurement involves comprehensive concrete repair and restoration work for a municipal parking structure, focusing on targeted maintenance of critical structural elements including tee flanges, tee stems, beams, columns, and walls. Specific deliverables include full-depth and partial-depth concrete repairs, Fiber Reinforced Polymer (FRP) reinforcement applications, floor sealant replacement, expansion joint repair, and traffic bearing membrane restoration. Contractors must provide detailed submittals demonstrating technical capabilities, including material certifications, installation procedures, and mockup demonstrations. The project requires a minimum 1-year general workmanship warranty, with contractors allocated four parking bays (approximately 75 car spaces) as a work area. A non-mandatory pre-bid meeting and site visit was scheduled for June 16, 2022, with an anticipated contract award date of July 11, 2022.

The solicitation emphasizes equal opportunity employment practices and includes local preference purchasing policies that may provide bid adjustments for local consultants. Bidders must comply with prevailing wage requirements and submit certified payroll records. Insurance requirements are comprehensive, mandating $2,000,000 in general liability, $1,000,000 in worker's compensation, and $5,000,000 in umbrella/excess liability coverage. The project requires a 10% bid guaranty and mandates that contractors complete detailed questionnaires about workforce diversity and non-discrimination policies. While no specific set-aside designations for disadvantaged enterprises are explicitly outlined, the bid documents suggest a commitment to inclusive procurement practices. Though no incumbent vendor is mentioned, the project is designed to temporarily extend the parking structure's life through targeted structural repairs. While a precise budget is not specified, the detailed quantity summary and comprehensive technical specifications suggest a substantial municipal infrastructure investment targeting critical structural maintenance.
