About this opportunity

The City of Delray Beach, Florida is soliciting proposals for Marine Turtle Conservation Program Services through RFP 2025-054, seeking a qualified contractor to provide comprehensive marine turtle monitoring and conservation services along the city's 2.8-mile beach area. The contract will cover marine turtle monitoring from March 1 to October 31 annually, with an initial three-year term and potential for two additional one-year renewals. Key services include daily sea turtle nesting surveys, nest marking, monthly lighting surveys, data collection and analysis, reporting to the Florida Fish and Wildlife Commission, and public outreach events. The scope anticipates approximately 450 nests per season and includes potential nest relocation services related to a planned beach renourishment project in Winter 2025/2026. Proposals are due on September 24, 2025, at 2:00 PM EST and will be evaluated based on demonstrated experience, staff qualifications, methodology, and pricing. The City will award the contract to the highest-ranked proposer capable of negotiating an acceptable agreement, with the selected consultant required to obtain a Florida Wildlife Commission permit.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, and the RFP does not indicate any restrictions limiting respondent types beyond standard qualification requirements. The selected contractor will be provided with one parking space for equipment storage and must comply with all permit requirements, environmental regulations, and reporting standards for marine turtle conservation. While a specific budget range is not explicitly stated, the comprehensive nature of the services suggests a substantial contract value commensurate with the multi-year commitment and detailed monitoring requirements. The project is tied to a broader coastal management initiative, as evidenced by the attached Joint Coastal Permit from the Florida Department of Environmental Protection, which authorizes beach nourishment activities. Proposers will need to demonstrate significant expertise in marine turtle conservation, biological monitoring, and environmental compliance to be competitive for this contract.
