About this opportunity
The Port of Hood River is requesting proposals for the removal, demolition, and disposal of up to nine floating boathouses at Hood River Marina on the Columbia River, with proposals due September 18, 2026 at 12:00 p.m. PT and a mandatory pre-offer meeting on September 3, 2026 at 1:00 p.m. PT.
The scope encompasses all labor, supervision, equipment, permits, transportation, hazardous-materials assessment and abatement, environmental protection measures, and disposal services. Proposers must complete site visits prior to submission and demonstrate familiarity with existing conditions, boathouse locations, marina access constraints, and staging areas. The Port will provide demolition and staging areas within either the paved Boat Ramp Parking Area or Marina Moorage Parking Area. Cost proposals must include itemized breakdowns for mobilization and demobilization, hazardous-materials assessment and abatement, boathouse removal and transportation, demolition, disposal and recycling, and site cleanup and restoration; a deductive change-order approach is required if fewer than nine boathouses require removal.
Insurance requirements are substantial: commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million, professional liability of $1 million, marine and vessel liability of $1 million, pollution liability of $2 million, and excess or umbrella liability of $5 million.
Evaluation prioritizes cost (maximum 70 points), followed by relevant past experience (10 points), proposed methods (10 points), and proposed milestone dates (10 points). Removal and demolition activities are anticipated to commence January 11, 2027, with final completion by March 3, 2027, contingent on receipt of all required environmental permits and regulatory approvals. The Notice of Intent to Award is scheduled for October 22, 2026, with contract approval anticipated by November 18, 2026. Proposals are limited to eight pages excluding attachments and remain valid for 90 days following the bid opening date of September 21, 2026. Written questions are due September 8, 2026 at 12:00 p.m. PT.
