2.00 PURPOSE, BACKGROUND AND SCOPE OF WORK
2.01 PURPOSE
The Port is seeking proposals from qualified Contractors for the Marina Boathouse Removal Project (“Project”). Through the authorization of the Port of Hood River Commission, the Port is accepting proposals from qualified contractors who can provide the equipment and services to properly remove and dispose of boathouses in the Port of Hood River Marina. This Project includes the transportation, dismantling and disposal of approximately nine (9) floating boathouses. The final quantity may be reduced prior to the Notice to Proceed if one or more structures are removed by others or otherwise become unavailable for inclusion in the Project.
2.02 BACKGROUND
The Port owns and operates the Port of Hood River Marina, which provides public recreational boating facilities on the Columbia River. The marina currently includes a limited number of moorage leases for privately owned floating boathouses located within a designated area of the marina.
Following extensive marina planning efforts, consultant studies, operational experience, and Commission policy direction, the Port Commission voted on August 16, 2022, to phase out the remaining marina boathouses through non-renewal of the existing lease agreements. The remaining nine (9) boathouse leases expire on December 31, 2026, after which the structures will be removed from the marina.
The purpose of this Project is to remove, transport, demolish, and lawfully dispose of up to nine (9) boathouses and associated debris following lease expiration. The Port intends to complete this work in a manner that protects marina infrastructure, minimizes disruption to marina operations, and complies with all applicable environmental, safety, and regulatory requirements.
The Port has not prescribed a specific removal methodology. Proposers are expected to utilize their expertise to develop an efficient, safe, and environmentally responsible approach for completing the work. The selected Contractor will be
Request for Proposals: Marina Boathouse Removal Project Page 6 of 18 responsible for providing all labor, supervision, equipment, transportation, permits, disposal, environmental protection measures, and incidentals necessary to complete the Project.

• Protection of adjacent docks, utilities, vessels, and other Port facilities;
• Public safety and access control measures;

5. Transport each boathouse to a demolition and staging area designated by the Port or other location proposed by the Contractor and accepted by the Port.
The Port will provide a staging area within either the paved Boat Ramp Parking
Request for Proposals: Marina Boathouse Removal Project Page 7 of 18
Area or the paved Marina Moorage Parking Area. The Contractor shall coordinate use of the staging area with the Port.

The Contractor shall be responsible for all labor, permits, containment, handling, transportation and disposal of asbestos-containing materials, lead-containing materials, or any other regulated materials encountered during the Work.

11. Upon completion of Work, remove all equipment and debris from the site and restore any Port property used for demolition or staging to a clean and serviceable condition.

The actual number of boathouses included in the Project may be reduced prior to commencement of the Work. As part of the Cost Proposal, Proposers shall describe how the Contract Price would be adjusted if fewer than nine (9) boathouses require removal, taking into consideration the Proposer's proposed means and methods and any fixed, shared or project-wide costs. If the number of boathouses is reduced, the Contract Price will be adjusted through a deductive Change Order consistent with the pricing approach identified in the accepted Proposal.
3. Project Sequencing. The Contractor shall coordinate the sequence of boathouse removals with the Port. The Port may establish priority boathouses or modify the sequence as necessary to accommodate marina operations, tenant move-outs, or other operational needs.

13. Site Visit. Prior to submitting a proposal, the Contractor shall familiarize itself with the existing conditions, boathouse locations, marina access constraints, and staging areas.
