About this opportunity
The Maryland Administrative Office of the Courts (AOC) is issuing a Request for Proposals (RFP K26-0058-25) on behalf of Research and Analysis to procure consulting services for comprehensive mapping of data-related business processes across all 24 Circuit Courts in Maryland. The primary deliverables include a project workplan (due July 17, 2026), a data collection plan (due August 14, 2026), and a business practice inventory (due April 30, 2027), with final findings presentation required upon completion. The scope of work requires the successful offeror to document selected business practices and case-related data flows, identify variations and gaps in current practices, and develop detailed process maps and swimlane flowcharts through a minimum of 72 individual stakeholder meetings, at least 5 focus groups, and at least 1 survey across all circuit courts. The successful contractor must demonstrate a minimum of 5 years' experience performing comprehensive mapping of court data-related business processes in judicial or complex case-management environments and must attend a project kickoff meeting within 10 business days of award, participate in bi-weekly status meetings, and conduct a final presentation of findings. The contract term extends from the date of execution until project completion or June 30, 2027, whichever is sooner. The proposal due date is May 6, 2026, and evaluation will be conducted with technical factors weighted more heavily than price, with the AOC reserving the right to award to a single offeror based on the most advantageous proposal.
There are no established Minority Business Enterprise (MBE) or Veteran-owned Small Business Enterprise (VSBE) participation goals for this solicitation, though both MBE and VSBE firms are encouraged to respond. The RFP is structured as a Labor Hour, Not-to-Exceed (NTE) arrangement with offerors required to propose fully loaded hourly rates including all direct and indirect costs, travel expenses, project management, and deliverable development, with no additional reimbursement for travel permitted. Payment will be made by electronic funds transfer within 30 days of deliverable acceptance and invoice receipt. Required insurance includes Commercial General Liability ($1,000,000 per occurrence), Workers' Compensation ($500,000 each accident), and Professional Liability/Errors & Omissions ($1,000,000 per occurrence). Proposal submission must include a Bid/Proposal Affidavit, Bid/Offeror Profile form, Bidder/Offeror Experience form with a minimum of three references demonstrating relevant qualifications, and a Bid/Price Proposal Form detailing hourly rates and levels of effort by position for each of the three project phases. The procurement point of contact is Joeshia Brawner, Procurement Officer, at 410-260-2556 or Joeshia.brawner@mdcourts.gov. No incumbent vendor information or specific budget range has been disclosed; the contract value will depend on the proposed hourly rates and estimated levels of effort submitted by offerors.
