About this opportunity
The Metropolitan Area Planning Council (MAPC) is seeking proposals from qualified vendors to operate a turnkey regional bike sharing system across 13 municipalities in the North Shore region of Massachusetts, including Beverly, Danvers, Hamilton, Lynn, Manchester, Marblehead, Nahant, Peabody, Salem, Saugus, Swampscott, Topsfield, and Wenham. The objective is to provide the participating communities with a safe, accessible, user-friendly, and equitable bike share system that allows for seamless operations across municipal boundaries. The services shall include supplying equipment and providing operational services. Vendors may seek private sponsorship and/or advertising. Proposals are due by 5:00 p.m. EST on March 30, 2020, and the term of any resulting contract shall be one year from the date of contract execution, with MAPC reserving the right to renew for two additional one-year extensions. The RFP indicates that while bicycles will be the primary vehicle operated across the participating communities, vendors may be asked to introduce new micro-mobility vehicles, such as scooters, into the fleets of some individual communities.
The RFP does not provide details on any set-aside designations or restrictions on the types of organizations that can respond. Additionally, the RFP does not list any incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration. The RFP also does not include any information on possible award values or budget ranges for the procurement.
